The paint is part of the Jouvert Celebration of Carnival. Jouvert or J'Ouvert is a French term for day opens or dawn and marks the start of carnival. The paint is part of the tradition as well as oil and mud which is used in some Jouverts ...its all part of the carnival culture of the Caribbean.

Carnival didnt start in Jamaica till about 1990 and the tradition/culture is borrowed from Trinidad and other Eastern Caribbean islands. Byron Lee is the one who is primarily responsible, or irresponsible as some church people would say, for bringing Carnival to Jamaica. In Jamaica, it starts every year on, ironically, Easter Weekend.
