No one?
I don't take in too many albums, but the Chuck Fender and Etana releases were nice listening. Also no albums released, but Chronixx & Jah Bouks take it for best new artists of 2013.

Anything Gappy Ranks did, probably hands down my favorite artist for the past year or two.

don't care about charts or sales or what any others rate, this is the most massive and inspiring work I have heard in years; incredible production and works all around:

All of the artists Blessed Coast brought to the West Coast this year.. Chronixx, Kabaka, Protoje, Gappy Ranks & Bobby Hustle! Best of the best !!

My favorite couple albums off the top of my head for this year are Protoje's '8 Year Affair' and Chezidek's 'The Order of Melechezidek'. There are probably another couple I'm drawing blanks on.

If Chronixx isn't he best new break out artist this year, I don't know who is

2013 has been one of the best years for reggae in a long while. As far as vinyl releases go, these are some of the best I've heard (although a few may actually have been released in 2012):

Well, for me 2013 WAS, in fact, a bit of a REGGAE REVIVAL year. Not so much the way that term has been thrown around of late, but rather in the sense that this year saw a lot of new releases from artists that had been quiet for a long time. My favorite albums of 2013 include these releases from some reggae veterans:

I also really like Army and Abja's album, regular play at my house. If I had to pick one of the two I would go with Songs Fa Jah. I did not check out Ima but have heard big things. Keep forgetting to pick that up.

is not really about Special Songs but me Like Cronixx , Protoje , Hempress Sativa , Kelissa & More New Muzikal Viiibes ...
